Faulkner County Judge Information
District Court Division 1 Judge Chris Carnahan
Chris Carnahan has been a judge for the Arkansas 20th Judicial Circuit. He was appointed in October 2016 by Gov. Asa Hutchinson for a term lasting from January 1, 2017, to December 31, 2018. He replaced Judge Mike Murphy, who was elected to the Arkansas Court of Appeals. He was appointed in late 2018 by Gov. Asa Hutchinson to fill the spot vacated by Judge Susan Weaver after she was elected as the 20th Judicial Circuit Division 1 judge. He was elected to the 2nd Division seat in 2021 and implemented the Self-Help Diversion Program in Faulkner and Van Buren Counties will allow some offenders the opportunity to access mental health treatment instead of paying a bond.
District Court Division 2 Judge Charles Ed Clawson
Charles Ed Clawson, Jr. has been the Division 3 circuit judge of the Twentieth Circuit of Arkansas. Governor Jim Guy Tucker appointed him as a circuit judge in 1995 and he was first elected to the third division in 1996. He was re-elected to the Twentieth Circuit on May 20, 2014 for a term expiring in 2020. He was elected to District Court Division 2 to begin in 2021. During his tenure as Circuit Judge, he initiated the first Faulkner County Drug Court and Veteran’s Court and looks forward to using his experience to promote and continue the operation of the District’s Specialty Courts.
Twentieth Judicial Second Division Judge Troy B. Braswell Jr.
Judge Troy Braswell was sworn into his second term as Second Division Circuit Court Judge on January 1, 2021. He is beginning his seventh year as the Juvenile Court Judge. During his first six years, Judge Braswell has reinvigorated the Juvenile Court by focusing on community partnerships to help at risk youth. He currently serves as the chair of the Juvenile Judges Association, a member of the Supreme Court Commission on Youth and Families, and the Arkansas Specialty Court Committee. Judge Braswell is the former chair of the Arkansas Youth Justice Reform Board. Judge Braswell is an advocate for using an assessment tool aimed at smarter sentencing of juveniles. During his time on the bench, there has been a 79% reduction in the confinement of juveniles in the local jail, a 53% reduction in commitments to DYS and a 35% reduction in delinquency cases filed by the Prosecuting Attorney. Immediately prior to his election, Judge Braswell was the chief deputy prosecuting attorney for the 20th Judicial District.
Twentieth Judicial Third Division Judge Chuck Clawson
Chuck Clawson graduated Conway High School in 1997 and after college worked his way through law school. He Joined the Brazil Firm in Conway before being hired as deputy prosecutor in 2008. In 2013, he took an opportunity to serve as Conway’s deputy city attorney. In 2014, Clawson was elected to his first term as Conway City Attorney which began on January 1, 2015. He was re-elected to his second term in 2018. Clawson took the bench in January 2021 after being elected to his current position of Circuit Judge for the 20th Judicial District, 3rd Division. Judge Clawson’s jurisdiction covers Faulkner, Van Buren and Searcy counties. In Faulkner County, Judge Clawson also presides over the Drug Court Program, which is a specialty court focusing on nonviolent drug offenders.
Twentieth Judicial Fourth Division Judge David Clark
Judge David M. Clark graduated from Conway High School in 1985 and then attended the University of Central Arkansas where he received a double major in math and political science. Upon obtaining his college degrees he then went on the University of Arkansas, Fayetteville, School of Law. While attending law school he was the Associate Editor of the Law Review and graduated with highest honors, finishing 6th in his class. Judge Clark decided not to return home upon completing his legal education and took a job with the Prosecuting Attorney’s Office for the Sixth Judicial District. While there he had the privilege to work in both the drug unit and gang unit and gain valuable trial experience. In December of 1996 he was afforded the opportunity to return to Conway and serve the community in which he was raised. At that point he went to work for the Prosecuting Attorney’s Office of the 20th Judicial District. While working in that capacity he continued to try numerous case and strived to insure that justice was always served for the victims of crime. In January of 2007 he was appointed Chief Deputy Prosecuting Attorney and held that position until assuming the bench. Judge Clark was appointed to the newly created 5th Division Circuit Court by Governor Mike Beebe and took office on July 1, 2007. Currently he oversees all cased filed by the Department of Human Services involving dependency neglect, half of the probate docket, 65% of the domestic relations docket and 20% of the civil docket in all three counties.
Twentieth Judicial Fifth Division Judge H.G. Foster
Judge H.G. Foster graduated from Conway High School in 1970, from Hendrix College in 1974 and UALR School of Law in 1977. He has operated a solo law practice, served as a deputy prosecuting attorney, as the elected Prosecuting Attorney for the 20th Judicial District (19887-2006), as the State Special Prosecuting Attorney (2006 – 2012) and currently serves as Circuit Judge for the First Division of the 20th Judicial District Circuit Court. He has been Chairman of the Special Team on the Prevention of Domestic Violence (S.T.O.P.D.V.), the Democratic representative on the Faulkner County Board of Election Commissioners, the Arkansas Crime Information Center Supervisory Board, is the Governor’s appointee to the Legislative Task Force on Abused and Neglected Children and has served as President of the Arkansas Prosecuting Attorneys Association. He believes in working to provide Justice and Equity for those who “can’t hit back”
